Facetnavigation on hippostd:state should include 'draft' state

If a hippofacnav:facetnavigation node contains a facet for 'hippostd:state', the value 'draft' is not included in the results. Creating a facet for draft documents is therefore impossible. The nodes with values 'draft' should therefore be included in the results.
