Relaxed CNDs - "Base Document" resets to "offline" when admin user logs off

1. Start CMS, navigate to Document >> Configuration
2. Create a new name space folder
3. Edit the default document to have String field then click on "Done" and "Commit"
4. Now the "Base document" state is changed to "Green"
5. Log off from the session and Log in

6. Now the "Base Document" state is changed to "RED" (exceptions attached)
