Change console top menu to render more general components than just dialogs

The top menu in the console now lists only links to dialogs. There is no ability for instance to add ajax link behavior components to the top menu. Especially for functionality such as checking in/out nodes and enabling/disabling export you don't need a full dialog. In fact it would be better if you could quickly see whether a node is checked in/out or export is enabled/disabled.
