Unable to upload any image or file when flash is not installed

1. Uninstall flash
2. login to cms and navigate to images or assets folder
3. Add files using "add an image/asset to the gallery" dialog and click ok (if you want to upload multiple files you have to select one by one because flash is uninstalled)
4. Click on OK button

Expected - Files should be added to Images or assets folder

Actual - The dialog box reloads, all the added files disappear, there is no log
