Translation new folder dialog and menu item issue

The current implementation suffers from the following two problems:

1) The new root folder dialog contains a combobox that lists the available folder types (normally used for event folders, article folders, etc).

Today this combobox also contains the type 'translatable folder'. This is confusing. We (at least) would prefer a separate checkbox 'translatable' to show that translatable is orthogonal to the folder types. (perhaps even better would be to show only the language combobox and interpret an empty selected entry as non-translatable)

2) When creating a non-translatable root folder the dropdown menu of this folder contains two entries:

• new folder
• new translatable folder.
  Obviously we would like to have one entry, resulting in a dialog that offers the option to toggle or select a language.

The workflow and new folder ui components are generic. The framework does not distinguish between a new folder or a new document dialog. It is one and the same dialog.
The option of translatable or not does not apply to documents.

So far we see 2 options: hack it in or improve the framework architecture. Both are undesirable. We need to discuss this issue.
