Regression 2.16.01 - Scheduled docs are not published at all

1. As author or editor create a document
2. For author schedule a publish request (2/3 mins from now, approve using admin or editor before time lapse)
For Editor schedule a publsih time (2/3 mins from now'

Expected - Document should go live during that time
Actual - Document remains in offline. The message, `Scheduled publication on <time>` disappears at the time.

Note - No logs or exception thrown in this case
