Document is not published if edited before published time

1. Open a document
2. Edit the document using Edit button
3. Save & close
4. Then Schedule publication four or five mins from now
5. Navigate to other documents and again open the above document.
6. Edit the document before the scheduled publication time
7. Save and Close

Newer version never gets published. It stays in offline or previous version is live.
