New user is not allowed to change the password

1. Login to CMS as ADMIN
2. Go to control panel >> User >> create User
3. Enter value in all the feilds and click create
4. You should see the success message "User xxxxxxxx created "
5. The new user info should be displayed in the table below
6. Logout
7. Login to CMS with new user "xxxxxxxxx"
8. Click on Change Password in dashboard

Expected - User should be allowed to change the password
Actual - Attached error is shown in diallog box.
