Provide mode to disable access manager

Regulary developers are asked to resolve an issue based for which an actual production dataset is necessary. However this dataset also contains the users and passwords and the default admin accounts are often not (directly) available. Rather than going though a lengthy procedure to obtain them, it is easier to patch the repository such that unauthorized access is possible.
It would be helpful to have some modes, only available when explicitly available to partially disable the accessmanager (checking the password), but still have the actual users and authorization in place. Also a list of available users in this would be helpful.
