RTE - disabling when focus gone, not effective for Article

As far as I can see it only is effective for documents derived from the News type.

What I do is click into then away of a Extended Rich Editor field.
And I see the toolbar icon becoming greyed out when I click away.
But when I try the same thing on an Article type, the button are still colored.

When I use a new document type built with a Formatted Text above a Extended Rich Editor, and doc the click into click away thing, I also verify the intended behavior.
