Can publish even though required field is left empty

Log as admin to quickstart and go To the documents where you add a root folder named test
In test add a document of type News named news
news is visible, on its own tab click the cross and read 'Document is invalid. Discard changes?'
Click Discard, and Publish it

Exp: if there is a required field that is left empty the document should not be in a state to be published
Act: required is not honored and the publication occurs, although the document should still be invalid.
