Readable URLs: CMS encoding implementation differs from customer

Following chars are not filtered by CMS: [ ] [ } ~ ! # $ % ^ * ( ) _
Customers wants them filtered out.

Decide whether we should change our default implementation or not. Note that customer can supply his own encoder.
