Why are document actions not available for published documents ?

Question from the customer:

"Why can't I copy a document when it's not published?"

But in general the question is why are the document actions (delete, rename, copy, etc) not available for published documents ? Why do we need to extra step of depublishing a document first, before copying/renaming/ .. ?
