Create property based filtering

This is especially useful for workflow things like "only replicate published documents". A problem could be that this will transform operations during replication. For example when a documents property is changed from preview to live it's only a single property change but remotely the document and it's parents should be created.

Note that this is far more complex than path based filtering.
