Support mandatory for primitive in combination with multiple

7.2 release will support:

Mandatory in combination with multiple allows an empty collection. In the future we will add support for ' non-empty'.

Mandatory in combination with Xinha field; we will give a best effort. We know there will be corner cases - like for example html with just markup - that look empty but are considered as having content.

We do not support mandatory in combination with compounds.
