Publish all documents in folder does not skip document in draft

According to the functional specification the following should be true: When publishing the documents that have a draft (i.e. documents that are being edited) or are already published are skipped.

However if I:

• create a new folder
• create a new document,
• edit it
• save it
• select Publish documents in the corresponding folder
  the number of changed documents is 1. This should be 0.
