[REGRESSION] facet searches don't update anymore in the cms or console

SW: I thought we disabled the automatic update (push) in 2.06.x because of performance issues?
FvL: nope. We did disable the automated discovery of new facetsearch nodes, but those present at time of login should be updated when there is a workflow step that affects them.
