xpage folder called "services" breaks the EM

If there is a folder called "services" in the xpage folder, clicking on the sitemap link for it in the EM shows this error:

This breaks because the response from the CMS is a CXF Service Listing HTML page and not the expected response. I tried disabling this page by setting the "show-service-list-page" parameter to false in the web.xml, but it does not seem to work.

I am able to reproduce this on a client's project (15.6.1), the gogreen demo (16.0.0), and a clean 15.6.1 archetype. On the archetype I set up xpages under /xpages with any wildcard, then created a "resources" folder under xpages with a page in it.
