    Description

      In CMS-15636 the maven-rat-plugin that checks license headers was tried to be upgraded to version 0.16.1, which failed with

      [ERROR] Failed to execute goal org.apache.rat:apache-rat-plugin:0.16.1:check (default) on project hippo-cms7-project: Unable to parse configuration of mojo org.apache.rat:apache-rat-plugin:0.16.1:check for parameter licenseFamilies: Cannot load implementation hint 'org.apache.rat.license.Apache20LicenseFamily'
