Enable i18n and extension mechanism for TinyMCE

The CMS ships with a default javascript that contains some predefined translations of various editor's labels (hippostyles.js file). Customers can override these files and provide their own, this mechanism needs to be converted to the tinymce equivalent. Customer customizations need to be converted to that, so upgrade documentation is also needed.
