Cannot create xpages with an empty doctype

    Description

      In versions prior to15.4.0, it's possible to create an xpage using an empty doctype. This no longer seems to be the case. The UI now throws an 'Unable to Save' error (see attached video).

      Steps to Reproduce:

      1. Create a document type without fields.

      2. Try to create an xpage by using the empty document type.
