Remove possibility for Admin to create or edit scripts in the Groovy Console

Requirement is to prevent the admins/users of the groovy editor from creating new scripts and editing existing scripts in CMS UI. 

Customer wants for the users not to be able to modify the scripts on their side and only use pre-created scripts.

the parameters field should still be editable.

This restriction is required in /cms.

This feature will be provided as an option so that if customer wants to restrict they can choose to restrict these actions
