Url rewrite cannot be copied by admin

The customer created an userrole "xm.onecms-content.admin" that has a xm.urlrewriter.admin role. A user with "xm.onecms-content.admin" role can create/edit and see the url rewrites but unfortunately, when they want to copy a rule the dropdown in the copy wizard doesn't have url rewrite option (see screenshot). Only a sysadmin user/xm.repository.admin has that option where they can see the URL Rewrite option in dropdown.
