13.4.19 breaks local cargo run as there is no h2 database on the classpath

    Description

      CMS-12346 has never been backported to 13.4. As a result after the changes of CMS-15164, there is no h2 database on the classpath any more breaking local cargo run (for any customer upgrading, likewise for the archetype)
