CLONE - Enable/Show the components overlay by default

The default for the overlays in the Experience Manager is that the component overlay is hidden and the content overlay (edit content buttons) is shown. 

This is a very outdated setting seeing that all users can edit (experience) pages now, and we're promoting the use of x-components.

Therefore, the Components overlay should be enabled/shown by default too.

By default in this context means the state the toggle has when the user logs in for the very first time. That application state can be tested by clearing the local storage. For more details see the commit message.
