Registering ValueListProvider with ValueListProviderService is broken

It is currently impossible to register a ValueListProvider with the ValueListProviderService as described on https://xmdocumentation.bloomreach.com/library/concepts/template-composer/annotate-channel-or-component-configuration.html.

The VLP is supposed to be registered with spring, but the spring file is never parsed. I know of two customers who have hit this issue as well as:
