Rich text editor primitive-field-buttons goes out of screen on hover for longer text

Steps:

1. Login and navigate to hap xmas tree
2. Open the visual editor (click on orange edit button)
3. Scroll to Interviews content block
4. Click on +
5. Add 'Rick Text Editor'
6. Type long text (longer than a line) in the rich text field

Actual: primitive-field-buttons (drag and drop, remove and add) goes out of screen on hover

Expected: primitive-field-buttons (drag and drop, remove and add) should be visible on hover
