[Forward port 15.0] Publish and Take offline icons appears to be enabled always .

    Description

      When a document is unpublish state, clicking on the "Publication" button you can see the option "take offline" disabled however the red icon appears enabled.


      And similar when a Document is published, clicking on the "Publication" button, you can see the option "Publish" disabled but the green icon appears enabled.
