[CRISP] Support placeholder replacements in XML beans definition outside beans namespace

Placeholder does not seem to work if those not part of bean definitions, probably because other definitions (e.g. client-registrations) are using a different namespace [1].

This issue is originated by the solution adopted in CMS-14740: please read the comments there for more context.
