Convert special alphabetical characters to known alphabetical characters and ignore unrecognized character

Steps to Reproduce:

Create a new document and experience page with name that contains ṣ both in Experience Manager and  content perspective and check the url-name.

Expected: "ṣ" is converted to "s" in URL name

Actual: "ṣ" is not converted 

The URL generation should be the same in Experience Manager and content perspective  for both documents and experience pages

Requirements:

Make sure URL encoding in both Experience Manager and content perspective  for both documents and experience pages is using universal characters

Also ignore the unrecognized characters.

The RFC 3986 URL standard should be followed for encoding
