[Backport 14.x] Keep the Upload button enabled after an upload fails validation

    Description

      Currently, the Upload button (when uploading Assets or images) is disabled after the user uploads a file which fails validation (size too big, unsupported elements, mime type validation failed). So, the user has to close the dialog and reopen it to upload another file.

      The suggested improvement is to make the upload button enabled after a failed attempt to upload a file.
