Unable to create XPage documents when a campaign is in progress

    Description

      Reproduction

      1. download the 'testarch14.6.zip
      2. unzip and mvn clean install
      3. start up
      4. confirm that an XPage can be created via the content editor as well as via the channel mgr
      5. create a project
      6. add the channel
      7. review it, and start the project as campaign
      8. confirm that an XPage CANNOT be created via the content editor any more, neither via the channel mgr

      Fix

      puma-qa-team After issues CMS-14805 and CMS-14806 ENT-3708 have been done, the scenario above should keep working. Note that also important to validate is that new XPages can also still be added when looking at a project (branch) in the channel mngr
