[Backport 14.6] Info and Schedule icon have same tooltip message when page is offline

Step: 

1. Login as admin
2. Navigate to Experience page in the channel 
3. Page -> Versions
4. Add versions 
5. Schedule old start and end date to get info icon
6. Schedule current start and future end date to get schedule icon
7. Make sure page is offline 

Actual: Info and Schedule icons are showing same tooltip message

Expected:
Info icon (for a scheduled campaign that has finished): 

• Icon does not have to be red
• Message the same as when the page is published: 'Campaign has ended'

Message for the scheduled campaign (schedule icon) is fine

Note:
This happens in both 14.6, and release/saas.
