Schedule to take offline action is disabled after creating a version

Steps to reproduce:

1. Have a published page
2. Go to the page in the Experience manager
3. Open the versions tab
4. Create a new version
5. Close the right side panel
6. Open the page menu

Expected result:

Schedule to take offline action is enabled

Actual result:

Schedule to take offline action is disabled.

I have tested this on release/saas, not yet on release/14.6.
