[Backport 14.6] Limit versions to 100 and when /versions endpoint is filtered on 'campaign-versions', sort them by start-date

The /versions endpoint currently returns all versions. It must be limited to max 100.

When filtering on campaign versions only is done, also limit to 100 and besides that, also sort them on start-date
