[Backport 14.6] Support open-ended (no enddate) campaigns for documents

If no end-date is specified, the campaign never stops

As a result, the heuristic for picking a campaign to serve when multiple have a start date in the past and are open-ended or an end-date in the future will be that the one with the most recent start-date will be served
