Configuration Verifier broken due to cargo api changes

The configuration verifier will not work for version 13.4.7.

[WARNING] [talledLocalContainer] java.lang.NoClassDefFoundError: org/codehaus/cargo/container/tomcat/TomcatRuntimeConfiguration

This class is not available in cargo 1.7.15, which is the version defined by the hippo-cms7-project pom. Testing shows this class was removed/renamed in 1.7.14. Other changes will also not allow the project hippo-project-extensions to compile with a version later than 1.7.10.
