Include only one implementation of jcip-annotations 1.0

Currently, 14.5.0 transitively depends on two separate implementations of the JCIP-annotations project under different maven coordinates. hst-platform depends via Nimbus on https://github.com/stephenc/jcip-annotations, while elsewhere we depend on the original implementation. They differ primarily by license, but since the stephenc version is a clean-room re-implementation, it may also have subtle differences in behavior.

We should pick one and suppress the other.
