Recreate jackrabbit-api module in hippo-jackrabbit to avoid of maintenance issues

Since jackrabbit-api project has been moved to jackrabbit oak project with the name oak-jackrabbit-api, jetbrains annotations dependency now is marked as provided. To manage these changes better and to avoid of naming and dependency management issues, recreate jackrabbit-api project again and manage those dependencies from there.
