[Backport 15.0] Implement request (de)publication via branching

    Description

      We need to be able to request a (de)publication of an experience page in the Experience Manager. At  the moment that does not work due to restrictions in SCXML. For publication and depublication of an Experience Page we were able to make use of the workflow actions (de)publishBranch.

      Add new workflow actions based on branches to support xpage (de)publication requests.
