The notification banner should display the latest information

Notification banner keeps displaying the message 'Page '<page name>'': offline, request rejected' (in case of the rejected request wasn't dropped) even if it has been published in the meantime, or has a new request. The notification banner should display the latest information.

Steps:

1. Change a document in brXM with an author/editor user and put a publication request.
2. Reject the publication request with a chief editor
3. Put a new publication request and accept this request
4. Check the status

Expected result:

It should display that the page is published (even though it has an open rejected request)
