Support anchors in link fields

As a result of CMS-12911 it possible to include an anchor in an internal link from a rich text field. The same should be possible for internal links from link field.

Requirements

• 'Anchor' text field available in bottom part of the document link picker, to specify anchor
• Anchor is stored in the link

Possible additional requirements:

• Title
• Open in new window

The picker from the rich text field also has a Title field and an option to open the link in a new window/tab. Shouldn't these options be available for link fields as well?
