[SaaS] Create ootb blueprint for creating a new channel

The created channel should be a sibling of the sample hst:mount, and a root content item should be created automatically for the new channel. Also, the channel should be deletable (initially, we will leave it as a task for our ops teams to remove that deletable flag for a certain channel once a partner/customer requests this).

Since we cannot create xpage folders yet in cms, the blueprint content should contain an xpage folder
