Publication request information visible for all users

As reported on 13 and reproduced on 14:

a) Users can see publication requested/rejected information belonging to other users (authors).
Client remarks: "This message is shown to all the users, not only the person who edited the document. "

b) Multiple publication requests can be made, leading to stacked identical messages on top of the document and in the "Requests" menu.
Client remarks: "It would be easier for us to have just one message, only visible for the user who requested the publication."

Since the "Requests" menu shows only own requests (rightfully so), we may want that also for the toast messages.
