Incorrect label(s) in sidepanel for documents/xpages with outstanding request or locked

 Reproduction example:

• Author makes (de)publication request on xPage or document
• Editor opens xPage (Page > Content) or document (Edit content button) in the sidepanel

Problem:

• Instead of displaying the name of the document/xpage in the topbar of the sidepanel it shows 'Document' (both for documents and xpages)
• For xpage with outstanding request the title of the error panel shows the name of the string instead of its translation

Expected result:

• Top bar shows the xpage / document name (as was the case before)
• For now it is fine if the FEEDBACK_NOT_EDITABLE_TITLE for the xpage with outstanding request reads 'Document not editable' (even though it is a page)

Tested on:

• HAP BRC environments for both brX SaaS and brX 14.4
