Support XPage Layout configuration only below hst:workspace

    Description

      At this moment, the XPage Layout configuration is not support below hst:workspace since it was designed for PaaS and XPage Layouts are not supported for runtime changes but only by developers

      For SaaS it is the other way around. Also for SaaS we have to support XPage Layout being possible to be different PER branch
