Enable Page-Tools menu button and sidepanel for xPages

Note: if you open the Tools sidepanel for an HST page and then navigate to an Experience page, the sidepanel will show the info for the experience page already. So it is just a matter of adding the Tools menu item to the xPage 'Page' menu...
