If you have the document open in the right side panel, after publishing the document, all the workflow actions are disabled

1. Steps to reproduce:
   1.  Go to Experience Page in the Experience manager
2. Select Content from the XPage menu
3. From the XPage menu select Publish to publish the document (Or take offline if the document is already published)

Expected result:

The workflow actions are enabled after (de)publishing a document.

Actual result:

All the workflow actions are disabled. 

Workaround:

You need to close the right side panel (or move to another perspective and then return) to have the workflow actions enabled
