Navigation between versions disable containers from editing for last version

Scenario for hap:

1. In CM go to the Experience page, modify and publish xpage document to create a new version.
2. Open. Xpage->versions.
3. Navigate between version using version tab.
4. Click top (latest version)
5. Try to add another component to main container

Expected behavior: user should be able to add a new component to the main container of the xpage.

Current result: the main container is not accessible for adding a new component for the latest version.
