Locking is not applied for the XPage Toolbar in the Experience Manager

If two users press publish on the Xpages menu in the EM, the second user will get a strange error.

In the Content perspective, the menus are refreshed frequently, so this does not happen.

we will use optimistic locking, meaning that we do not change the button...the second person to click will just get a graceful notification that the state changed and a reload is needed
